This quote means that if a person does not set any goals for themselves you will just head nowhere.But you do set goals for yourself you will set a separate path for yourself .This also means that a rudder leads you to your destination but in this case it will be your goal. If you set many goals for yourself you will be able to accomplish any of them if you just try and practice on making yourself better.It does not matter if your goal is too high or too low a goal is a goal.
